Biography
Dr. Md. Mahbubur Rahman is a medical graduate with masters of public health and populations sciences with 22 years of experience in public health program and research. Dr. Rahman has been leading Environmental Interventions Unit at icddr, b which employed a team of public health professionals, epidemiologists, anthropologists, social scientists and statisticians. He has been working on WASH, Antimicrobial Resistance, heavy metals contamination, environmental surveillance and on a range of environmental health issues in Bangladesh. He has published 80 research articles in the peer reviewed journal and presented research findings in many conferences both nationally and internationally. Dr. Rahman has been collaborating with many renowned researchers around the globe includes Stanford University, Johns Hopkins University, University of California Berkeley, University of California Davis, University of California San Francisco, Boston University, Emory University, University of Memphis, University of Buffalo, University of Technology Sydney (UTS), London School of Hygiene and Tropical Medicine(LSTMH) , Bangladesh University of Engineering Technology(BUET), University of Dhaka, Patuakhali Science and Technology University(PSTU), Bangladesh Agricultural Research Institute(BARI)
Served as a team leader of the CLP Primary Health Care-Family Planning project and oversee the implementation, scaling up of the project thru 18 NGOs in Sirajganj, Bogra, Gaibandha, Rangpur , Lalmonirhat and Kurigram districts . Responsibilities includes setting of health structure, developing skill manpower, ensuring quality of care and clinical governance, referral linkages with the public and private health facilities, developing BCC and communication strategy with a focus to improve maternal & neonatal health.
Served as a team leader of the CLP Primary Health Care-Family Planning project team and working with the PHC-FP team as well as the Bangladesh Country Office (BCO) program . Responsible to oversee implementation of the assessment, consultations piloting and scaling up of the Primary Health Care-Family Planning service delivery in the char areas of northern Bangladesh. Provided Technical Assistance to the NGOs in capacity building for ensuring quality service delivery and implementation of health cost reimbursement scheme/ demand side financing activities. Ensured Quality of Care (QOC) and Clinical governance at service delivery points and establishing Quality Assurance (QA) System. Assist in the development and or introduction of new approaches, methods and practices in project management and evaluation.. Contribute to the preparation of the situation analysis by compiling data, analyzing and evaluating information, and writing reports. Closely monitor the changing situation of children and women and recommend appropriate course of action to improve on their overall status in the char areas .Undertake field visits to monitor EPI and other project activities as well as conduct periodic Programme reviews with government counterparts and other partners. Undertake action on operational procedures affecting project implementation and management. Developing project proposal and subcontracting Local NGOs to implement the health program Procurement of equipment, logistics and commodities and ensuring regular supplies. Facilitating implementation of IMCI packages with focusing on essential newborn care services in the island char Upazila with the support of IMCI section, DGHS, SCF-USA and other partners.. Coordination and linkages with the IMCI National working team members which includes DGHS, DGFP, UN organizations and development partners to avoid duplication with other partners and programs.
• Provide technical oversight to the 33 NGOs in the area of Child Health which includes routine immunization, ARI, CDD, Nutrition, Vaccine campaign and IMCI.
• Undertake field visits to monitor EPI and other project activities as well as to conduct periodic Programme reviews with government counterparts and other partners. Undertake action on operational procedures affecting project implementation and management.
• Active participation and undertake necessary steps to implement the GOB piloting of measles catch-up campaign and scaling up nationwide.
• Development of IMCI guidelines based on existing implementation strategy to phase out vertical intervention in all 318 clinics of 33 NGOs.
• Implementation of Quality Monitoring System and ensuring Quality of Care.
• Planning, designing and implementation of training need assessment both the public & private sector.
• Organize & facilitate IMCI training & development of IMCI master trainers in collaboration with GOB & training Institute.
• Guide project and NGO staff in the design, implementation and assessment of clinical performance improvement activities.
• Capacity building of training institute, decentralization of IMCI training in collaboration with GOB, UNICEF, WHO.
• Represent NSDP at different national level technical committee and steering committee meeting as a child health focal person.
• Annual work plan preparation, Monitoring, supervision & facilitation for performance improvement.
• Participation in the development of different training curriculum.
• Preparing quarterly and annual reports for USAID
• Provide technical assistance to USAID funded NGOs for implementation of the IMCI services according to National protocol & standards.

• Establishing effective quality Monitoring and supervision system at NGO level.
• Supportive supervision and technical assistance at NGO level for ensuring quality of ESD services, NGO sustainability, BCC/ Marketing, strengthening referral linkage, GO-NGO collaboration and coordination.
• Assist NGO to analyze data for decision making and replication of best practices.
• Review NGO project proposal, budgets and provide feedback, monitor expenditure, review and feedback on financial reports, revenue utilization plan, and feasibility plan for sustainability, audit financial & administrative issues during a monitoring visit.
• Lead the external & internal visitors at the regional level
• Ensure appropriate Polio eradication Initiative project management and implementation in programmatic aspect to strengthen routine immunization.

• Provide Technical assistance to GOB Official, Municipal Chairman/ commissioner, Municipal Medical officer of local government and NGOs in the effective planning and implementation of polio eradication & routine immunization activities.

I have interest in understanding the impact of water, sanitation, hygiene interventions particularly when implemented alone and in combination with other interventions such as maternal and child nutrition, child stimulation, Lead and food hygiene etc on child growth and development. We collect a range of biological and environmental samples and use different laboratory technique and approaches for assessment of all those samples in the field site as well as in icddr,b. We do impact assessment, efficacy trial and effectiveness. Presently involved in one of the largest randomized control trial in the sector which is aiming to measure the impact of water, sanitation, hygiene plus nutrition interventions to improve the child growth and development by implementing alone and in combination. Our work is also extended to the costal Bangladesh to see the impact of saline water on human health as well as pregnancy outcome.
